Amendment to the Public Procurement Act with the Rule of Law

Our managing partner Martin Jacko had an opportunity to contribute with suggestions to amendment to the Act on Public Procurement within the initiative Rule of Law.

On October 26, 2020, a videoconference was held organized by a working group of the Chairman of the Public Procurement Office Miroslav Hlivák. The aim of the videoconference was to present the prepared amendment to the Public Procurement Act to representatives of employer associations and chambers of commerce joining the Rule of Law Initiative and to open a constructive discussion on legislative changes.

Public procurement requires greater efficiency and focuses on the right value for money, especially with regard to significant future investments (EU Structural Funds + new generation EU funds). The participants in the video conference were representatives of the mentioned initiative - Michal Krčméry and Martin Jacko, a member of the Presidium of the National Union of Employers - Marián Marek, the chairman of the AmcCham working group for public procurement - Peter Šťastný and others.

The subject of discussion was:

  • the measure prohibiting the conclusion of contracts with entrepreneurs, whose beneficial owners is public office holder,
  • raising the level of expertise of contracting authorities,
  • the measures to speed up public purchasing and enhance transparency,
  • the fairness of competition between entities etc.
